i have your solution. Exodons, aka the bucktooth tetra.

Granted they are mini pihranha, maxing out at about 4 to 5 inches but they are schooling, they loook cool, and they are indeed more viscious than there larger brethren. Throw in a chunck of any meat and watch that water boil.
 
I don't know if Wimple Piranha is legal species in California.

It appears that they are legal as they don't fall under any of the genera that California has listed.

Good call. CA lists illegal Ps by their genus and Catoprion mento (Whimple P) is not on the list.
