So, cement the pipes and get a valve? so I am supposed to have the overflow out match the pump, but by how much? Also, will it restart itself once all the joints are sealed?

Cementing should clear up your restart issue, if it is due to air leaking into the system, A gate or ball valve will help balance out the system. I personally would not make one without a valve.

the pump does not "catch up" it constantly goes at one rate.. its prettymuch fool proof.. if the waterlevel in the sump gets low because the water is not going into the overflow (and then returning to the sump.. thus feeding the pump) you just need to add more water to the sump till you get the right amount of water in the system...
if yer tank is overflowing because the overflow cant handle the amount of water that the pump is pumping into the tank then you need a bigger overflow or you need to choke the pump down a bit using a ball valve/gate valve..
you can either add the valve directly inline or add a "T" and allow the pump to flow as much as it wants.. just divert the extra flow back into the sump (filtering it again.. filtering is good... heres a pic)

forgive me if that makes very little sence... im drunk.. :D

You made sense haha, I meant that the overflow would drain much faster than the pump, and seemed to be pulling air into it, and when it went to the level of the overflow, the siphon just stopped, and then the tank started filling up to the point that it would be close to overflowing... can't have that lol
 
sounds like yer sucking air.. is it making a "toilet flushing" noise?

theres a few options.. the first and only thing i tried was making my own modified dorso stand pipe (google it).. .... ?
