What about the hermans?

If I can suggest something... Waterland Tubs.

as far as basic care and diet they closely follow that of the sulcatas,

dark green leafy foods: romain, mustard leaves, dandilion, kale, hibiscus (flower and leaves) and so on

Leopard tortoises need a fibre and grass and weed diet only.
no fruit, and no veggies.
they can have greens such as Collard greens, turnip greens, mustard greens, and some salad mixes but thats during winter when grasses and weeds are not available.

They need a stable enclosure (NOT GLASS!)
a table top, rubbermaid, indoor rabbit cage or storage tub will be best to use.
substrate should be soil and playsand 50/50 mix or bed-a-beast..you can use aspen.
they need a uvb light minimum 8.0. and a basking light for heat (NO HEAT ROCKS, PADS, MATS).
They should have rocks, and fresh water daily...feed once or twice a day for aslong as 1 hour max!

their care is identicle to a Sulcata
