They get them in Cabo in the warmer months. I have seen Hammerheads waayy out when tuna fishing during an El Nino season. If the water gets warm enough they follow the schools of exotics up into Socal waters. More likely to see the Landlord (Great White shark) than you will see Hammerheads.
We do have INSANE surf fishing at times, but its all small stuff like croaker, perch, and corvina. In the summer you can troll a small lure behind a kayak for barracuda, if the surf is small enough to launch it.
