That actually doesn't appear too bad, since the bubble is in within the lines. I would fill the tank halfway, double check the level both ways and then proceed from there.

If you put in a couple inches of water you can measure from the top of the tank down to the water level. Do this at all corners and shim accordingly to make that measurement the same at all corners.
