If you were to buy that I would pay a full deposit (if u trust them) but ask them to 1) put it in a larger tank as it is probably stressed in there. 2) fatten it up and see it feed over a few weeks 3) ask them to worm it and do a parasite session.

Pick it up in 3 weeks to a month if still alive and fatter.

I would go in and point out all the signs that it is starving to death and obviously not eating and going to die. Then would offer to take it off their hands (for free or a ridiculously low price of course) in an effort to save its life.

I would seriously save the ray but my tanks will not suffice the ray. If anyone near Fresno wants to save a ray that is pretty much illegal in cali, head to whitie's pets! I feel bad and I wished I could do something about it.
