Lighting and plants for a 40 Breeder

The ballast actually supports 2 96w PC bulbs, but the second is not working and I haven't taken it apart yet to find out why. You think 2 6500K bulbs would do the trick.

I've been reading everything I can find, and I'm learning a little ;) Keep in mind my tank is rather shallow at 17" deep (16 or so if you take into account the tank frame and bottom glass) So the light wouldn't have quite as far to travel to reach the foreground plants. I also have a 20w 24" Life-glo fixture I could add on as well.
 
ya having a shorter tank is going to make it alot easier to grow higher light plants it also depends what you have for co2 and stuff like that. on my 29 galloni had one 65w coralife light and i had microswords that grew though it was super super slow they didnt die or anything like that. but now that i switched to higher light they and my HC is growing like crazy.

alot of people say you dont need co2 for low light stuff but i think that it helps the plants to grow alot better so that should help plant growth as well.
 
if you get both bulbs going you will be good for high light or just one is fine for a low tech set up.
 
Finally added some plants and my w/c A. Cacatuoides pair, Can someone please ID the plant behind the driftwood in the second pic and the plant in the fisrt pic for me? Thanks
