lighting id help

So i bought these lights from my fish store, they didnt have any packaging for them and they were way expensive (1200 rand), they were using them on their planted show tanks. I know nothing about lighting but wanted them cause they would make my tank look good.

Can some1 pls id me on them and maybe give some info about it please

It is in a plastic housing and consists of 4 bulbs that are kinda thin, it is 1.5m long.

On the bulbs it say t5'35 w/b 1000

On the side of the housing there are 2 switches.

hard to say w/o pics, but it sounds like a T5HO fixture. not sure what the "'35" means?
 
and 1200 Rand is about $150, so it's not too expensive for a 4 bulb fixture
 
im asking these questions because i would like to get a whole lot of plants to float on the top of my tank. My tank has high amounts of C02 and lots of nitrates. I have algea everywhere and think the plants will look cool and help with my bad water. I would plant the plants but i have lots of cichlids such as jag rd and malawis in the tank. So i obviously cant. Would the plants grow, if not what would i have to do? thanks
 
sounds like its a 4ft bulb. i think each bulb is 54 watts. and how do you know you have lots of co2? do you have a pressurized co2 setup?
