Im sorry but i would not recommend this Lightning Setup

Low Light is 1-2 wpg
Medium is 2-3 wpg
High Light is 3-4 wpg (Pressurized co2 is Recommended)

6-7 wpg is for Low Light Corals

WPG rules only apply on 20-60 gallon
10 gallons Tank should have a 36-40watts CF to grow most of the plants.

And For you question about your 29 gallon Tank, 65watts will grow most of the plants and 2x65watts will grow High Light Plants.

Some Plants will not properly grow even you have a High Light Setup, for Example is Tonina species, your water should be: KH 3-5, gh 3-5 to grow this plants properly.
 
I disagree, as many plants that have red growth will not grow well in anything less than 5wpg. The rule I put up is a general guide line for all tanks that are over 20 gallons but are under 24" in height.
 
Lights will not encourage Red from Plants, You have to dose Iron and Lower your Nitrate to encourage Red From the plants

You can Grow Red Plants on a 2wpg Setup for example
ALTERNANTHERA REINECKII 'ROSAEFOLIA'
LUDWIGIA REPENS

And some Plants like Limnophila aromatica or Pogostemon stellatus 'Broad Leaf' shows green Leaves because of too high Nitrate level in the tank, Reducing it will Encourage Red.
 
That isn't what I was talking about. The growth rate on plants that are red in color grow much better in high lighting scenarios. Keeping the nitrate low and iron keeps the color there, but the growth is severely decreased under the lower lighting.
