LIGHTING problem

i have a 9.5 gallons tank, about 6 plants in my tank, and my tank is covered with a plastic cover, made for aquariums and it has a round hole for a light bulb, i used many light bulbs, but they all get burned. I just bought a new lamp from a local fish shop, but its not covered with a glass, and the fish shop owner said that it will burn if too much water get into it, so i keep the cover on. But then plants started dying, is my plastic cover filtrating the AV needed by d plants? How am I suppose to overcome this problem? I don't have the enough money to buy a more powerful, bigger and more professional light.
 
get a different hood with a tube light instead or get a different tank, only sensible fix
 
The problem maybe more an issue of heat and not light. A small thank like that will heat up very quickly with an incandescent bulb. The plastic lid will hold in the heat and cook the plants.
