I have a a new rhom and he has two incandescent bulbs on the tank. The tank gets a fair bit of natural lights and the room is light up at night, i was wondering if i should still use my lights and if so how often

if you are getting good amount of natural light then I would at least keep the two lights off, other wise you will very likely to have algae issue. Might still have it but won't be as bad I would hope. assuming you are not keeping plants in there.

they will adjust to brightness but if you concern then take one of the bulb off.

that's normal because they prefer dim light and where they live in the wild water is murky so there's not much light.
you can try to replace the bulbs with less wattage, or tint the glass hood
