LIner with white build up?

I have my liner that has this white milldue covering up my pond anyone know what is it is it really harmful? it is only in the water of my 4x6 2h pond. every time i clean it it comes back..

any suggestion, anybody?
 
Lets see some pictures? Do you have hard water? Sometimes it is deposits.

yeah i have very hard water the pump is a 2200g powerhead! i can't seem to get picture on here now it is due to the fact every time i press on the paper clip to add photos i just says error on page.

but i will try later.

I had one of my catfish died. i think it was because of the with mildue that caused fungis on it. i have like the mildue on top of the water to. every time i clean it it just comes back. even with very little water movement it does come in faster(whitebuild up)

i have also a 405 fluval sump pump attached to it it is a 400gallon water filter.

but i will try to get all my picture on here soon.

My Feeder list.....

1, 7inch comet

3dozen 6-8inch shiners.

11dozen 3inch comets

1foot long northern bass.
 
the bass is food for my Rtc but it just been of lately became it's room-mate instead of food.

i wish my rtc eat that bass already because it is one hungry fish eating my catfishes food. one of my tSN is big enough to eat the bass but my catfish loves 7-8inch shiners instead.

they go after the shiners instead of what i started out with 12dozenshiners that are alot smaller.

This mildew is on the pond water "under" the cover...is that right? Or is it growing on the cover and coming off when the cover touches the water?

Is the cover translucent or opaque (look REAL close)

Is it growing in the filter?

Is the pond heated and at what temp?

What type of filtration?

Do you know the pond parameters?

How often are feedings.

Yea, I know...Alot of questions ...

I'm thinking low light / no light algae of some form.

Need Input.

Thats what I think it is too, but we can't know for sure until he gives us water parameters and PICTURES.
