oh yeah they can. Obviously they can't survive freezing waters except an unique strain of mosquito fish that can handle freezing waters no problems.
There is a small population of cavefish in Kentucky and many goodeid species were found in cold springs in Mexico.
The cichlids of Uruguay can take temps from the high 40sF to nearly 100'F.
I keep mine in a pond in Wisconsin, and take them out in late October, because my pond freezes solid in winter.
