Thats a baby girl from the UK with Harlequin Syndrome. Its a disease in which the body produces extreme amounts of skin. I watched a documentry about this with 2 girls from the UK. Aparently, this video shows the youngest daughter.

This disease is for life. With the amount of stress and pain that a person with the disease goes through on a day to day basis, you'd wonder why the person hasnt attempted suicide yet.
