I think that what you think are teeth (if you are referring to the angular bits at the top of the jaw) are not their teeth- just part of their mouth. The only teeth you can see in this picture are in the lower jaw and you can only see them towards the middle of the lower jaw.

i had a few good squeazes on a finger.... never cut me or drew blood... dont know what part of the mouth had me i was looking at the top of the ray but all i felt was preasure...

I agree. What your looking at is just a flap of skin. Rays don't have 'teeth' like most would think of teeth, but instead have to flat 'plates' made of up flatter teeth which enable them to crush and mash rather than rip and tear.
