You could try some shell dwellers. They`ll be alright without gravel so long as you have enough shells for them. There are quite a few loaches that would be comfortable in a twenty and they can be real characters for their size. I like the wild type betta idea as well, just through in some tetras with him.

I ended up getting paradise fish for 20 gallon, bought one more 10 gallon tank and added a betta as well.
Both tanks have gravel and planted.
