Low level current?

Hi everyone. Im about to start putting together my 65 tall as a replacement for my small variety tank.

The tank is going to have a lot of random things in it, currently i have a few gouramis, some skirt tetra in different colors, two peacock spiny eels and 2 weather loaches.

I know the loaches seem to like current, I'm honestly not sure if the spiny eels do or not, but i know that gouramis are more of a slow water fish.

So what i was thinking of doing was a low level powerhead setup right near the bottom of the tank. I planned on piping the inlets and outlets on opposite ends of the tank so i had sort of an endless setup.

What im wanting to know is if i keep the inlets and outlets low in the tank, will the upper part of the tank still have relatively slow water?

I figure this question goes in another section but do spiny eels seem to like current or are they more slow water?

Any other suggetions over a powerhead setup? I just got the tank and it came with two HOB filters, which i planned on replacing in favor of a sump or canister.

I plan on running a dual t5 setup and have the tank pretty well planted

Any input?
