Your socket looks to be ceramic, and ceramic is rough to begin with. I'm not sure if foil would help enough to make a noticeable difference, but you could always try it.

Though: why dont you setup your turt in a outdoor pond or enclosure and all the heat he needs will be provided by the sun?

i live in the upper portion of oklahoma where summers are up to 110' and winters in 20'.

and secondly i would need a pond to be able to do that.

third, i dont have money to setup a tank in my backyard where cats and coons and get to him

Might be a result of condensation from the evaporation of the turtles water.

I would go out and buy a clamp lamp designed for this sort of thing.
