Yeah many factors could be in play, as everyone said. Remember, fish are not machines. Just because they're fertile doesn't mean they will pair up, and just because they pair up doesn't mean they will spawn. My Ellioti paired up with Convicts and only fertilized eggs once out of the 7 or 8 times his mate laid eggs, and they're definitely both fertile, so yeah.
