Male or Female JD?

male..no blue spangles on gill plate
 
The body is kind-of dull as far as spangles from my first glimpse and I was going to say female, then I noticed no blueing on the gill plate. In my experience, a female of that size would have a good deal of blue on the gill plate. So, im pretty sure what you have here is a male.
 
Male, there is no blue on the gill plate. Yes it doesn't have much color but that's probably because of the bare bottom (or stress if you just bought him).

I never realized how much the substrate mattered to how colorful a fish was or how comfortable they were in the tank. I just recently changed mine to a darker natural color and my fish have become way more comfortable and their color really comes out great. I'd suggest natural color to anyone that has JD's after seeing what it did for mine.

I would have to agree with that. It's also possible your bare tank is stressing the fish, especially if it's in a high traffic area. I'd suggest painting the back and maybe the sides of the tank as well as putting in a natural looking gravel.

Also, that is a male.

Yea same here, my JD looked really washed out, now with the darker substrate he looks awesome.
