I got my jack 2 years ago at approx. 12cm. He is now approx 40cm. Feeding on chopped pilchard. Mine is in a 2500l pond and lives happily with two jungle perch and a snakehead gudgeon.
Sounds like you've got a decent sized tank and will do you for a few years, just increase the water changes as it gets bigger.
And as tomojsg said, full fresh is fine. Mine is on full fresh and loves it.
