High chance would be the water.. i would suggest u remove them and get ur tank cleaned and see where u can house the rays for the moment.. do u have a spare tank the rays can live in for the night or so..??
completley agree with aquaman45. if it was just one ray it would be different. if your changing alot of water ie 50% you might want to consider using water conditioner though. cant say its something ive heard of or read about in years of reading are there no other symptoms at all ? no other marks on the disc ? especially the underside looking like amonia burn or anything. do you by chance have any new lighting ?

You need to be using water conditioner - period. If you change a lot or a little then use conditioner. I doubt this is the problem though.
Cloudy eye, as said earlier, is more often than not a water quality issue or bactrial count issue (i.e. dirty sand) Your water params do not suggest poor water but do a test just before the next water change.
I would also add a UV clarifier as this will reduce the bacterial count in the water and have a really good "clean up" of the tank and substrate.
Look out for any fish picking on the rays during the day and after lights out.
