actually..it is a Lacey act fish (50 CFR part 16) and federally restricted..This however applies to purchase, transport and movement but not necessarily possession.. PA does not restrict possession of Clarius cats so technically I can keep it without violating the Lacey act as long as I do not transport it across state lines or sell it for $$. It was also brought to me by a governing body...so I have no worries ;)
 
you know a clarias is a pest right?.... lol here they give them away ;)

seen a lot of them recently at my lfs here in England. I think Clarias are a forgotten about fish but its a shame as they're a great tankbuster and hard as a coffin nail. Top fish DM.
