It looks like ich...but I have also seen them speckled like that. Keep up good h2o quality and feeding and it should solve itself if it is.
That being said...I would go BB with a QT, and probably use PVC instead of LR. LR and sand give bad stuff a place to hide out. Ich actually lives in your sand in one phase of its life cycle if I am not mistaken.
