Unfortunately, lighting is the key to great photos, but, it's sometimes against some fish-caring policy of the aquarium (ie no flash light). Under that critical situation, the only thing you can do is to let ISO go as high as possible (until ISO noise gets not acceptable) to give you acceptable shutter speed.
Luckily, some public aquarium allow us to use flash lights. And, you might already find out on board flash always creates side-effects (reflection on the glass, harsh flash spots, plat-color depth--means washed out). The side effects can be lowered a bit by using diffusers (simply a tissue paper, or a real diffuser), or a filter, but, the efficiency is not 100%. The most effective option would be the off-board flash strobe, but, that cost some $$$$.
Btw, don't visit the public aquarium while there are crowds of people if your main purpose is photography.

I always have problems with fingerprints:( ...........kids face sweat:( ..........snot:( .......etc all over the glass at my local public aquarium............So my suggestion would be possibly windex wipes:grinyes: ????

What camera do you use??? I've got a sony dsc-w70 cyber shot 7.2 mp......I absolutely love it, but it takes some getting used to...............

GREAT PHOTOGRAPHY SKILLS!
