it says peeled but if the tail is the only thing on i will just cut it off and of course i will defrost it. i was really just not sure about it being raw and that kind of shrimp because i have never feed them shrimp before.

The only issue with the tail is the spike. If the shrimp is shelled, the spike should be removed already, so there'd be no need to cut off the tail.

Same as the "fresh" shrimp- they just defrost and set it up nicely on a bed of ice. Only way to be sure they're substantially fresher is to get the live ones from the asian markets, but the price is at least double that for similar sized frozens, and you'll be paying for the price if the head as well.
