Bubblereef, I'd set up an appropriate tank souly for him and in the future maybe some other fronts or more compatable fish. You said he's been in there for years, were you not aware of the fact that a 29g isn't proper housing for a frontosa long term?
Not trying to be harsh, it's just kind of disappointing when I see large fish either too big for their tanks or worse stunted because they were never moved to appropriate housing. :(
Not that all fish that stay smaller are stunted, but from all the info you've given it seems like that could be the case.

His fins may or may not go grow back to normal. I've seen fish that were really beat up fully recover to the point where you can't tell anything happen, and fish whose fins never grew back right after they were injured.
 
yeah, i am fixing my digital camera so the fish pictures aren't so blurry.... these pictures are actually about 4 months old... i have a much nicer looking tank now, but my front is in much worse shape... i put the dominant spawning male "punchy" inside the little 3/4 gal feeder tank so my front can get back to enjoying an atogonist free fishie town.

it's so hard to tell because my digi can't post clear pictures right now and those are the most recent and clear i can upoload... yeah... the frontosa is in the front center upper left right by the orange sponge... he's doing fine in the photo... as well as now... luckily to some good advice... i really need a new camera because all my memory is full and it won't take clear pictures anymore....
i still have the dom. male in the seperate container... he just swims eagerly back and forth starring at the females he courted and harassed... he gets healthy water changes and he's eating...the bright white and orange... sort of stripped albino albino is the one tearing everyone else apart.. it doesn't seem worth it to make all the fish's lives miserbable so one fish (punchy) can run the show....

update the blog here for any further suggestions.... please!
