Bubblereef, I'd set up an appropriate tank souly for him and in the future maybe some other fronts or more compatable fish. You said he's been in there for years, were you not aware of the fact that a 29g isn't proper housing for a frontosa long term?
Not trying to be harsh, it's just kind of disappointing when I see large fish either too big for their tanks or worse stunted because they were never moved to appropriate housing.
Not that all fish that stay smaller are stunted, but from all the info you've given it seems like that could be the case.
His fins may or may not go grow back to normal. I've seen fish that were really beat up fully recover to the point where you can't tell anything happen, and fish whose fins never grew back right after they were injured.
