Congo puffers, arrowhead puffers, hairy puffers, and I think red eye the real red eye with the red circle next to it's tail not the one that's a dwarf with red eyes
Abei are fresh water and they grow to 10inches. Some of the lurkers will get to about that length. Congo's get to about 6 inches, dragon / humpback puffers get to about 8 inches

An Abei puffer will not grow to 10 inches. I kept one for almost 3 years. They max out at about 4 inches. Lurkers are the only ones that may hit 7 but not break 12. The other options are either smaller or larger by far.

And like I said, mine went from skinny and two inches, two healthy plump and four inches in 3 years. Amazing personality, even made a underwater barking noise at the glass when he wanted attention. My favorite owned fish yet.
I agree that besides the lurkers, there aren't many freshwater puffers that will fit that size range... most of the active species are reasonably small under 6" and then from there they jump to the Fahaka and MBU which will get to around 17" and 27" respectively...

I used to have a breeding pair of palembangs till i sold them to a store...
Honestly you would have to be really into them in order to keep them, as my pair never moved at all except for feeding time... So if you go that route, be prepared to have a fish that looks like a rock sitting in your tank not doing much...
