How and what do you need to make this typ of stuff.What does the cutting,what type of metal is good,and so on.Please answer me right now lmao.Well I tried to upload a pic but the pic thing is messed up I guess,Im talking about those metal suns and stuff you hang on fences or walls,why is the pic thing messed up?

you need light gauge steel, a plasma arc cutter a mig welder to weld hangers and what not and a torch to blue the steel or just a oxy accetalin welder and you can blue with that
I save all my old motorcycle sprockets and when I get enough I weld them into designs. A lot of that type of art is just combining scrap metal. Though some metals, like license plates(pot metal) basically evaporate under a torch.
so I take it this stuff cost alot,no ones got the nads to tell me.Seems I would need mainly the cutting tool,then i could just use a grinder to smooth out the sides.
go to a local scrap yard and just look for pieces that you can imagine as being cool shapes or materials for your art. its inexpensive and may inspire some ideas. it all depends what you want to use for materials as far as what tools you need and so on. just as an example, you can melt lead and spatter it on things, and then it turns solid quickly. or you could mold it into different shapes.
