Buy a dog, and train it to dump in their yard. Or just put a ton of rosey red minnows in their pond. Like, 1k+ minnows.

do you know if they live there or is the house foreclosed? if it is a foreclosure, there probably won't be much progress in calling anyone. I know this sounds a lot like what has been happening here in FL. If someone were living there, they most likely would be treating their pool with chemicals that would deter mosquito breeding.
