Mixing Angelfish

Sorry the what? I don't know the plants by name lol new to them
Java ferns, Anubias, Bolbitis, etc. are rhizomatous plants, which just means that the stems/leaves grow out of a thick horizontal structure called the rhizome. If it gets buried beneath the substrate, it will rot, so you have to either attach the plant to a rock, a piece of driftwood, etc. or just bury the roots, leaving the rhizome above the substrate.

Well when I bought it, it was under the gravel and not on drift wood or anything. I don't have anything for it to grow on besides my flourite on the bottom

There are lead plant weights you can buy, or you could always just tie it to a rock with some thread.
 
Oh okay. So basically the fern isn't suppose to be under the gravel...the roots are all brown and look dead
Java fern just has ugly roots, really. They always look brown and dead. :D

You can bury them in the substrate, you just need to bury them like this:

Most people just prefer to tie them to rocks/driftwood because it makes it a bit easier to keep them anchored, but in my experience, they do grow a bit better when they have their roots in the substrate.
