Get temperature readings and get back to us, as Eric said this could be your problem.
 
had a thermometre under his bulb for about ten mins and its reaching 80 degrees, that too hot? Its on from about 10 in the morning untill about 11 at night
 
No actually is well on the cold side, it should get to about 100 directly under the basking lamp, of corse it needs metalic mesh to avoid burns. That could be the cause of your animal lack of growth. 80 is only adequate as basic terrarium temp.

So I need a 75 or 100watt bulb?
 
The wattage is not the important thing here to keep in mind. How far is the the basking spot from the light? You can still get 120f with a low wattage bulb by raising the basking platform. IF you use to high of wattage on a smaller enclosure for example, you run the risk of raising the overall ambients not letting the animal thermoregulate. Get back to us on that info.
