he wants something that looks like moonlight, so he can still see it, while it is still naturalistic

I'd use a low cost Heat emitter and run a second fixture with a Nightlight of sorts. Lowe's sells these nice little colored CFL Bulbs,

Similar to these but 13W Sylvania Branded.

Save your money and just buy a black light, that is all it is and it will do the same exact thing.

oh didnt know they were that cheap but we have looked for them before and there are none around here, also blacklights put off heat?
