I've done cold cathode for all of my tanks, it costs around 20 dollars.
An adjustable 300mA adjustable AC to DC inverter (cheap one from walmart electronic department) is enough to do more cold cathode inverters/bulbs then you'll ever need.
Any PC website or ebay has them, and there's around 20 colors to choose from, they have a bulb life between 30,000-100,000 hours and only use 5mA-9mA of power for a dual 12" bulb kit, which is suitable for a 4 foot tank.
All it takes is stripping 4 wires and taping them together and you've got moonlights for about as cheap as you can get. Plus cold cathode lights don't spotlight like LED's do, and if you have an adjustable converter you can dim them to any brightness your fish feel comfortable with.
I snagged a flourecent bulb sheeth from home depot that's used to keep the glass from falling if a bulb breaks, I sealed the CCFL bulbs in that so it's water proof, only cost an extra buck or two.

1st Cold Cathode $14 for two 12" had a power supply sitting around took a grand total of 20 minutes to install most of that was removing/installing all the screws on the aquapod splash guard

The cathodes provide a beautiful all over glow, but several leds could be pointed in strategic locations and work out well too
