Not saying it isnt a scam and it really doens't affect me but why would the seller ask for a wholesale lisence if they just want to take whoevers money and run... even says you will be rejected if the lisence doesnt check out....

If it is a scam, that's what's known as a red herring. It throws you off by providing more information then what's relevant or necessary.
