Reducing the size of the tubing will decrease flow but it will also increase velocity of flow which is not good when your looking for contact time between water and bacteria. Your better off controling the flow with a small valve and keeping the tubing a certain size. This will reduce flow and velocity.
 
One point that needs to be made is with mechanical filtration waste isn't removed from your tank, it's just removed from your sight. It's still in your water column, creating ammonia. While enhace biological filtration will help this it's not an immediate occurence, it takes time for the bacteria to build up enough to accomplish this. If a tank is kept mechanically clean by spot cleaning and cleaning filters, there will be less chance of a large ammonia or nitrite spike.
