Taking a guess that you are referring to the Brackish water? Well, Monos have been kept in full freshwater, but are recommended to be put into brackish, and possibly eventually saltwater. Now, I may move it to my saltwater tank once it gets larger, but for now he is doing just fine.

lol, whats wrong with the Parrots?

ur tank has a natural look to it and the parrots almost look fake....... i just think they would look in a crappy looking tank not this nice of one......

As I said, they can be grown in full freshwater. There are a lot of others who have tried this with good results. (Notice that the Monos are much larger than mine)

So, is it recomended? No
Is it possible? Yes
Saltwater fish aren't supposed to survive in freshwater, but they can, and it has been done. And that is a HUGE difference than putting a brackish fish in freshwater.

On the light front, i think one looks better and also one light on is probably best for the stock choice.
