Yes, the Current Satellite+ have completely adjustable spectrum and several moonlight options (including the ability to set your own and store it in one of the four memory spots for custom settings). I believe the Ramp Timer Pro will switch from dusk to moonlight, as well as doing the slow fade in/out for dawn/dusk.
 
LED tech is advancing very quickly and every month there are more options available and they seem to be starting to come down in price too. The fixtures that have the functionality that you're looking for (on/off programmable, dimming, etc) are definitely out there now but they are going to be more expensive. I have a pair of AquaRay fixtures on my tank coupled with their controller. They look great, have a cheap running cost and have a 5 year warranty! They do not have individual spectrum control though like some of the newer units.
 
I have one of the new Aqueons and they are pretty cool because they are modular. You can replace the led strip and go from one to three strips per light. Change colors too.

There's also the option of the DIY route. My DIY LED shoji lantern - multiple independent LED strings powered by Meanwell LDDs and an O2Surplus controller which allows fully programmable sunrise, sunset and tuneable color temperature.
