add the bio spira now.... wait till tank is fully cycled and also add more bio spira when you add the rays to prevent a spike.... if you have the room in your sump why not submerge some seachem matrix??? add some extra bio material..... you got some nice beasts in that tank dont wanna see any of them die...
 
Testing the water in the bag you bring fish in won't tell you much about the conditions they were kept in, because fish poop in the bag and such, and such a small body of water is easily contaminated in minutes, with ammonia and probably nitrite going up a bit. Unless you tested the store water directly (or they told you), without transferring a fish home in it first, you can't be sure about the quality.

Ammonia and nitrites should never be measurable in cycled systems.

after 20 years of fish keeping i am pretty sure i understand the nitrogen cycle (lol) . i was mainly curious of the tolorence of the stingray, at times you can see spikes in ammonia or nitrite for numerous reasons .... over aggresive water changes ..ect i was mainly interested in the ability of the ray to cope with this if it happens .

You should have zero Ammonia, and Nitrite.

I am assuming your cycling your tank? If that's not the case, you don't need rays yet :D Fix your water quality problem first.
