Your just going to want ease of access, & dry walled solutions so potential liquid spills from above dont interfere

Not really, when you include planning, little to no disposable income each week (so saving is a must) and the actual build. it's the slowly aquiring money part thats got me beat, could probably have it done in a month, if i had the money :)
 
haha sall good mate, trust me if it was up to me, there'd be alot more fish, and alot more tanks floating around the house =) but i can plan ahead, keeps this addiction at bay

Pivot the tank/bar off one end with casters on the other. The pivot end could be as simple as a 4"-6" steel pipe welded to a flat plat that is bolted to the floor, a second pipe is then either fit inside of or over the top of the first to create the pivot point. Similar to how many of the bases on truck bed cranes are made(see this pick http://www.discountramps.com/car-truckImages/truck-bed-crane-3.jpg ). They are simple to make and support massive amounts of weight for a low cost. One could make a rectangle out of 1/4" wall box tube to create a base for the tank to sit on. Simply welding one end to the top of the pivot and supporting the other end on casters would do fine. This would allow the tank/bar to swing 360° providing the electrical for the tank was run through the center of the pivot. Keep in mind the casters are not limited to just the end they can be placed in the center as well to help support/spread the load if needed. One could also put casters at both ends to be completely movable.

The rest of the bar(wood work) can be supported and built off the lower steel frame work.
