I would say it depends on how big the fish is. The larger it is the faster it will use up the O2 in the water. I would put it in a cooler and get a battery operated aerator. Your LFS should have one, if not Walmart has them in sporting goods. Fishermen use them for their minnow buckets.
Well, you've not gave us much info, but most fish will survive that time with the filter off, provided it is a tank that isn't overstocked as it is, has a large surface area, and the fish isn't a pacu or something that you're keeping in there.
go to your local lfs and get a battery opp air pump as long as there is air in the tank it can be 24hrs before anything drastict but the first thing you do and I do mean the first thing is setup that tank asap and thro in some stress reliever or zyme with aloe it will calm them and make sure it was a safe trip hope you listen and tell us how it went
Don't know the size of the fish, but if you are moving in a car there will be enough sloshing for adiquate oxygen exchange for a 40 minute move. A cooler works well for this, I had a 21" silver arowana in a coleman cooler for well over and hour with no problem.
if you put them in a bag that gives them plenty of room to move around then all you have to do is put the fish in with adequate water stretch the bag so it's standing straight up and grab the top of the bag quick so you trap air in the top. try it a cpl times to get the most air in it you can and the fish will be good for 3 hrs. always worked for me
