Mudskippers

Seeing as how most gobies (mudskippers included) are bottom-dwellers, sand is definitely necessary to prevent injury to their soft bodies.
I used to have my violet goby on gravel. It tore up his fins when he tried to burrow, and I'm pretty sure mudskippers will do that too.
 
Personally, I never had an issue with gravel in the mudskipper tank, although sand is preferred, I don't think it is essential either

I'm sure they would be fine but skippers are very interactive with their inviroment. I don't think one would be very happy with a bare bottom tank. The most important thing would be the land platform but they do head into the water quite a bit.

You would be seriously missing out on thier natural behavior, sifting through sand looking for food etc...
