absolutely horrible. i cant believe ppl are allowed to cut up/inject dye/modify fish like this.

We do it to ourselves too. Lipo, tattoos, etc...

But the ray does not have a choice.

I doubt the ray survived and it is pretty distrubing. Saying that we do that all the time to animals, cropped tails and ears on dogs for example....

Did anybody know for sure hat this is man made? Or is this pure guess?

I ask because I know of a motoro with a very unusual defekt that was born at a zoo. So I know for sure that was a birth defect and is not man made:

There are no (or very little, ineffective to our standards) animal rights laws in asia unfortunately.
