Seeing as Matt(Zoodiver) works for / has worked for many public aquariums and is a very knowledgable reputable aquarist he knows and works with alot of very smart people in the industry. He knows all of the right people whom of which have or can get all the required permits / papers needed to bring in such fish.

To get them across any international border at all (which is the first step), you need to have a permit from CITES (www.cites.org for more details) Then you need to worry about national law for your country. Assuming you bring them into the states, you also need to meet requirements for each state you bring them into (some states will require a permit even to have them pass through in transport). Then you need to follow local laws.

Often times outside laws will prohibit them - even if they aren't on a specific "banned" list in the area. Being they are protected as CITES App II makes them a little touchy in the US.

Also, these animals require a LOT of space. Much more than most realize. I only know of a handful of private aquariums in the US that could house one.

Getting the paperwork and the permit for just getting a box of 20 pima into the country are too far costly, might as well just buying from your lfs..

Fellas im here in a cyber cafe in Iquitos.And reading the stuff about the paperwork, Its not that big of a deal. When our young are born we have department of fishery come out, they check the sizes , the pond and the client we want to send them too.With that paper (cites) we give it to our client. And then he gets his permit and cites from his country . And thats it. Ill be back on Monday and post some new pics of fish and new constuction going on. We are going to stat bringing in these Black rays everyones been asking for. I could sit here complain and worry about how hard its going to be to go into Brazil and find Black rays , and think Im going to get K napped. But I just try to look at the glass half full. Dont worry about the small stuff. Is what my pops told me. And don think that Im just trying to make it look easy so you guys can buy one o two fish from me @ 11.99 I make money on only Large orders. And I agree its so cheaper to get it from your lfs.
