yes its called congo eels, and are native to the US.

i dont know the price in the US but around here they go for ~ 100-300$ in that size range. 3-4 in the country that i know of.

no special requirements other than the tank has to be very well closed and be careful when working in the tank.
Mine escaped the first night here, there was a small gap in the lid and it pushed it open and i found it crawling on the floor.
