I live in NH and I do about 1/3 tank (about 33%) wc with cold water only, twice a week. About 5-6deg temp drop during the winter months. Fish are spooked from all the commotions but are physically fine.
If you want to go this route, check Craigslist for food grade 50gal plastic drums. Usually pretty cheap and much stronger and sturdier than garbage cans
I use 44 gallon Brute garbage cans from Lowe's or Home Depot. They are about $30 - 40. I age my water (heat & aeration) overnight for discus since my water out of the tap is about 70F in the winter.
Yeah definitely the temperature difference, in the colder months I fill up buckets a couple of nights before and keep them in a warm room, its something to consider.

Cold water straight from the tap, can also be super saturated with oxygen which can cause gas bubble embolism in fish. By heating and aerating overnight, you also take this problem out of the equation.
