Mudskippers can drown, as can lungfish to the best of my knowledge. I know some sharks do in fact need to keep moving in order to breath.

Wrong again, a bit.... Labrynth fish are perfect examples as well as some others that might very well have good oxygenated water but need that little 'gulp' at the top of the water for function or balance. PB is right along with a few others.... Doesn't have to be oxygen deprived water.
