No the finlets does not include those found of the tail. Since when did you seen a lapradei with 12 finlets as the minimum finlets they have are 13. Look closely and you'll see gab between the last finlet and the beginning of the caudal tail spine. Look closely and it's easily to tell which are the finlets and which are caudal tail spines.

No not really. You can just boil in alcohol right away when one of your bichir dies. Just make sure to remove the tongue, guts and gills. I just use a regular rubbing alcohol. Also use pure bleach on the head area to dissolve any flesh as the head area is the hardiest to clean. Don't let any bleach get into the fins as it will make it fragile and will collapse.
