My Florida gar has an elastic band around him, is it harmful?

It looks like a dog collar, its red and it doesn't actually seem to be bothering him. It's just kind of sitting behind his gill plate infron of his fins.

To be honest I have absolutely NO CLUE how it got there, but it doesn't seem to be bothering him in any way. Would it be best to just wait for it to get off itself or break? Or do I have to net this guy and remove it myself, it doesn't seem to be tight either. The gar is around the 15"-18" mark

I Would get it off as quickly as possible just catch him rap it in a wet towel with its head poking out the end and cut the band.

You should've taken it off without question... You're lucky it didn't wrap around the gill plates and stop your fish from breathing... Idk why you took the time to make a thread when this issue should've been dealt with already.
