If possible post a picture, blood streaked fins sounds like septicemia, a condition caused by water quality. I've bought a few koi in the past with it. Will be easier to tell if i could see it though.

^+1 on septicemia. That is a systemic body infection. If he had any wound or broken skin, that may have given it entry. but I'm not sure that a wound has to occur, as it may enter any bodily orifice.
Google which antibiotics to get.
If he is already declining it may have progressed too far.
I think almost half of humans who get it die, is what the Drs told my mom after she survived it. in hospital.

It's hard to catch but check 2 red marks on dorsal fin. catched 5 mins ago..

Just be cautious. Dont put your hand in the tank if you have a cut and wash them after messing with the tank. Dont remember what exactly I did for the koi I think it was as simple as adding salt and melafix. I also had a uv sterolizer on them not shure if that made the difference. I have a book somewhere that tells how to treat it let me see if I can dig it up.
